Standard round robin has no concept of a "mandatory person". Collective requires everyone free at once. Fixed Host is the answer: one mandatory fixed person, one slot from the rotation pool.

Add the Rotation Pool

Add the team members who rotate as the second person. Set priority levels if you want senior reps to get first assignment.
Publish

The booking page shows only times when both the fixed host AND at least one rotation member are free. Client books — both get a calendar invite.
